Pre-Construction Manager / Sr. Estimator - Infrastructure

We are currently seeking a precision-focused Pre-Construction Manager / Sr. Estimator with expertise in infrastructure, utilities, horizontal construction, and water/wastewater treatment projects. The Pre-Construction Manager plays a crucial role in the initial phases of construction by overseeing all the pre-construction processes and estimating department per office. The Pre-Construction Manager is responsible for analyzing project requirements, coordinating the bid processes, and building client relationships and new business. This position requires a technically proficient individual who can systematically analyze project specifications, develop accurate cost models, and implement structured pre-construction processes that ensure project success.

Key Responsibilities
- Manage/oversee all aspects of the pre-construction, business development & bid process.
- Manage timelines associated with an upcoming bid. This includes internal deadlines for various bid requirements, coordinating with others to meet those deadlines, and ensuring the bid is submitted on time.
- Determine what the bonding and insurance requirements are and coordinate with Accounting/Project Coordinator to request.
- Responsible to pursue, manage, organize, qualify, and level Trade Partner bids with estimating.
- Coordinate with estimating to ensure a minimum of (3) bids per scope on day of bid.
- Maintain high level of communication with applicable trade partners on potential projects and bids.
- Reach out to/call trade partners/vendors to obtain coverage for each scope of work.
- Work in conjunction with Project Management and Field Operations to successfully “hand-off” procured/contracted projects with Contracting with Owner(s), assisting with the Buy-out Process, and developing strategic plans/schedules to set up PM & FO for success.
- Work with the management team to continually find ways to streamline processes and procedures.
- Build client base and negotiated leads for bidding including securing new negotiated work clients.
- Create checklists/timelines to use during the pre-qual and bidding process.
- Lead weekly huddle meetings to ensure bid progress as well as weekly go-no meetings.
- Coordinate regular meetings with the Pre-Construction team to discuss what is working or isn’t working, essential needs to be met, potential project leads, or any other changes needed to ensure the Construction Group is meeting its goals.
- Maintain relationships with current clients while also pursuing new ones.
- Assist with client needs during on-going projects.
- Participate in networking events to strengthen relationships and make new ones.
- Establish relationships with design professionals, owner representatives and developers in pursuit of bid opportunities.
- Review the bid market and track prospective bids/opportunities. Vet and then relay opportunities to Senior Leadership for viability and feasibility.
- Check public bid websites (3) times per week for new opportunities. Update bid pipeline of new opportunities found.
- Capture and organize a library of resources for bids/opportunities. Update and expand regularly.
- Execute pre-qualification packages.
- Procure the necessary documents, send out calendar invites to the Pre-Construction/Management/Marketing team.
- Reach out to the architect/owner for any pre-qual/bidding needs or clarifications.
- Conduct regular meetings or “check-ins” to ensure the team is on track during bidding.
- Once the GO/NO GO is determined ensure the pre-construction team moves into the bidding process.
- Obtain all bid documents from the architect and set up a bid folder.
- Submit requests for all insurance requirements (or coordinate with the project coordinator).
- Work with estimating to review the drawings/specs and send out an invitation to bid to the appropriate trade partners.
- Coordinate with the estimating team on all RFI’s and ensure Addendums are included in pricing.
- Have the proposal form filled out, signed by bid day.
- Assist with contracts when awarded. Ensure all subcontractors have been given a copy of the Master Terms and agree with contract prior to utilizing their bids.
- Execute “hand-off” meeting with Management team, seeing the buyout process through.
- Assist in buyout and procurement of long-lead items.
- Update and maintain the trade partner database.
- Organize based on division/region.
- Update after each bidding process.
- Assist or lead proposal submission. Follow up on pending priced projects through final acceptance or written closure.
- Grow the preconstruction department.
- Pursue potential partnerships with design professionals.
- Assist corporate recruiting specialist in hiring Assistant Pre-Con Managers / estimators as needed.
- Determine what the department needs are and work to meet goals.
- Attend applicable conferences/seminars/training opportunities.
- Assist other Director of Preconstruction / Preconstruction Managers within the other groups of PSC.
- Oversee and develop Assistant Pre-Con Managers / Estimators.
- Update PSC Bid Pipeline & other reports to Regional Manager.
- Coordinate proposal needs and presentations with marketing as required for proposals.

Ideal Candidate Profile
- 10+ years of progressive estimating experience with specialized knowledge in infrastructure, utilities, and water/wastewater projects and/or general construction.
- Experience with hard bid, design build, GMP, and schematic estimates.
- Bachelor's degree in Civil Engineering, Construction Management, Building Sciences or related technical field (preferred)
- Highly analytical with systematic approach to estimating and pre-construction planning
- Proficient with specialized estimating software, quantity takeoff tools, and technical documentation systems
- Fact-based decision-maker who relies on data, standards, and technical specifications
- Excellent documentation skills with precise attention to technical details
- Structured problem-solver who implements systematic processes for estimation accuracy
- Experience with regulatory requirements for infrastructure and water/wastewater projects
- Demonstrated capability to analyze complex technical specifications and translate into accurate cost models
