Job Description:
SDAC is seeking a highly experienced Construction O&M Project Manager to oversee a large Operations & Maintenance (O&M) federal building. The Operations and Maintenance Project Manager will provide complete on-site management, coordination, and oversight for a contracted government facility. This includes supervising facility staff, overseeing all building systems and equipment, managing preventive and predictive maintenance, subcontracted services, and ensuring compliance with contractual obligations. This role requires proactive leadership, technical expertise, and a commitment to quality service delivery.

Duties and Responsibilities:
  • Provide complete on-site management, supervision, and coordination of facility employees, including HVAC mechanics, electricians, general maintenance technicians, and custodial staff.
  • Serve as the primary Point of Contact and Quality Control Representative for the client, ensuring compliance with contract scope and specifications.
  • Oversee and administer preventive/predictive maintenance and repairs, energy management, and the use of the CMMS system.
  • Procure and manage outsourced service contracts and supplies through competitive bidding, ensuring final approval by senior leadership.
  • Maintain accurate and timely reporting of facility performance, billing processes, and monthly/quarterly/annual client reports.
  • Conduct regular inspections to assess service needs and verify the quality of work by staff and subcontractors.
  • Manage alteration and construction projects, including reviewing plans, preparing scopes and RFPs, soliciting bids, analyzing contractor qualifications, and overseeing project execution.
  • Develop and maintain the Building Operating Plan and ensure all MEP systems operate safely and efficiently.
  • Supervise and support additional projects such as HVAC system replacements, roofing, plumbing repairs, and system upgrades.
  • Ensure compliance with safety programs, client policies, codes, regulations, and best practices.
  • Maintain accurate records of maintenance tasks, inventory, budgets, and subcontractor performance.
  • Execute reconciliation processes for POs and Invoicing within established deadlines.
  • Provide leadership and training to on-site contractor personnel, fostering a culture of service excellence.
  • Be available for after-hours emergencies and special events as needed.
  • Maintain updated mechanical, electrical, and structural blueprints and manuals.
  • Identify and implement energy-saving and preventive maintenance measures.
  • Coordinate project design reviews, bidding, and negotiations for major capital improvements.
  • Perform monthly property inspections and maintain complete documentation.
  • Act as liaison with the client’s employees, visitors, and occupants, fostering positive relationships.
  • Perform other related duties as assigned by the company or client.
 
Qualifications:
  • Minimum 10 years of related O&M experience, with at least 8 years in a managerial role for commercial/government buildings
  • Experience managing large commercial or federally owned facilities (minimum 500,000 sq ft).
  • Experience with managing subcontracted specialty services (e.g., water treatment, fire safety, elevator services).
  • Proficiency with CMMS systems for building management, inventory control, and work orders.
  • Demonstrated ability to manage multiple simultaneous projects and task orders.
  • Senior Mechanical/Building Engineer or other relevant certifications (preferred).
  • Proficiency in Microsoft Office (Word, Excel, Adobe) and knowledge of standard business and accounting practices.
  • Ability to learn and navigate new software platforms (i.e. accounting and HR information system software).
  • Excellent data gathering, analytical, and communication (oral and written) skills.
  • Ability to respond to after-hours emergency calls.
  • Associate or bachelor’s degree (preferred).
  • PMP or FMP certification (preferred).
  • Bilingual (English/Spanish) and OSHA-30 certification (preferred).
  • Must be able to obtain HSPD-12 federal security clearance.
