Senior Quantity Surveyor

Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week

Responsibilities
Assist the Housing Asset Management Team in coordinating and managing cost control and procedures for repairs and investment work of the Council’s housing stock.
Support the team in producing and maintaining accurate financial information in compliance with the Council’s standing orders.
Ensure effective cost control measures are in place and budgets are adhered to regarding external and internal contracts.
Build and maintain effective relationships with contractors, customers, and stakeholders, handling challenging situations as needed.
Assist the Housing Procurement Officer with the procurement of contracts.
Forecast cash flow and manage accruals, sharing information with other stakeholders as required.
Review contractor valuations in a timely manner, ensuring all works are completed with relevant paperwork and payments are made according to contractor terms and conditions.
Be responsible for contract documentation and provide advice and support on disputes.
Promote the Council's Equality and Diversity Policy to ensure non-discriminatory service provision and employment practices.
Ensure the council keeps up to date with legislation and technical advances.
Support the management of the delivery of capital investment work to the council's housing stock.
Manage the on-site work of contractors and the in-house team.
Person Specification
Eligibility to work in the UK.
Quantity surveying qualification or equivalent at HNC level or above.
Previous experience supporting a contract management team in housing refurbishment, maintenance, or the construction industry.

Ability to produce financial reports.
Proven track record of staff management and development.
Contract knowledge, negotiation, and OJEU procurement experience.
Experience in commercially managing planned and maintenance contracts.
Knowledge of a range of procurement routes for asset management.
