Description

Work is to be performed on and around the bridge approach on the southeast side of the Lincoln Memorial Bridge that crosses the Wabash River on IN-441. The Park is central to the downtown and will remain open during construction thus contract activities and logistics must be structured & scheduled to minimize visitor impact

Project is approximately 600 calendar days of construction management services. Actual base construction duration is anticipated to be completed June 30, 2027.

Requirements

The CMR shall possess the following qualifications:

  • Technological knowledge and abilities such as utilizing the PC and accessing the internet to perform technological responsibilities utilizing the government furnished CM software management program, use of MS Teams to create and record meetings, make calls and share screens, ability to use Word, Excel, Adobe PDF, MS Project and any other software programs typically utilized for construction management services.
  • Physical abilities: Ability to walk and climb on a daily basis to observe contract performance.
  • Technical knowledge and abilities such as:

1. Ability to read, interpret and understand the Construction Contract, Plans and Specifications.

2. Have knowledge of similar construction work so that the CMR can observe, document, and confirm conformance to the contract, plans and specifications. The successful CMR shall have previous experience and/or knowledge of:

     o Performing restoration/rehabilitation work on National Historic Landmarks

     o Work on projects with cranes / lifting work

     o Timely communication and reporting skills with AE teams and NPS COR to achieve Quality Control.

     o Knowledge and experience of NPS Workflows construction activities, including applicable CMR Duties.

3. Have completed the Occupational Safety and Health Administration (OSHA) 30-hour construction safety training. knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock-ups.

4. The ability to understand cost estimates broken down at a minimum to prime and subcontractor

5. labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level. The ability to define and document scope changes either required by the owner or a result of a differing site condition. The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress. Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid for.

6. Other requirements: The CM Firm and CMR shall have no conflicts of interest, examples include family members or stock with the associated construction firm. The CM Firm and CMR shall not disclose any information that is procurement sensitive, example include Government Cost Estimates.


Candidates should be able to provide the following to be considered for this position:

  • A professional resume
  • Description of a minimum of three (3) construction projects the CMR has provided Construction Management Representative services, or directly similar and comparable services for within the past seven (7) years. Describe the scope of each construction project, the cost of each project and the specific duties, roles and responsibilities the CMR provided. 
  • Provide a brief narrative describing what elements of the scope of each project are comparable to this project and in what ways the specific duties, roles and responsibilities provided by the CMR for each project compared to the duties, roles and responsibilities that the CMR will need to provide for this project. 
  • Include in the narrative a brief description about how the CMR added value to the project. 
  • Provide a reference for each project, including name, organization, position, phone number and email address.
