POSITION SUMMARY:

The St. Paul Park Refinery has a full-time, exempt opening for a Turnaround (TAR) & Construction Manager.  The primary objective of the position is to support refinery operations by managing efficient planning, scheduling, execution, and closeout of turnaround, shutdown, and construction activities. These activities are in place to achieve business objectives in compliance with refining and industry standards. This position is a direct report to the SPP Maintenance Department Director.

  • Develops and executes multi-year strategy for planning, budgeting, and implementing turnarounds, major maintenance, and construction activities in the refinery.
  • Leads organization that plans, budgets, schedules, and supervises maintenance, construction projects, and turnarounds in operating areas, tank farms and other areas and assures timely completion and efficient execution.
  • Leads organization that develops project cost estimates, material and fabrication requirements, projects completion dates and controls overall costs.
  • Oversees field execution of pre-turnaround, construction, turnaround, and post turnaround activities.
  • Develops contracting strategies for turnaround and construction efforts.
  • Works to implement appropriate Turnaround Best Practices to plan, schedule, and execute scheduled and emergency refinery outages.
  • Has strong technical acumen to challenge and manage TAR scope requests and additions.
  • Reviews engineering construction packages making constructability and maintainability recommendations.
  • Devises methods to increase efficiency and reduce costs.
  • Directs the activities of employees within reporting structure. Defines goals and objectives and provides feedback on performance and career goals of direct reports.
  • Responsible for overall effective use of personnel to reduce equipment down time, improve efficiency, control costs and anticipate further future improvements.
  • Responsible for development and monitoring of key performance indicators for turnaround and construction program effectiveness.
  • Supports area team concepts and collaborates with all refinery groups and departments.
  • Helps develop and supports refinery safety initiatives and programs.
  • Assures compliance with all plant safety rules and actively leads safety improvement initiatives for the group.
  • Assures compliance with environmental regulations and actively works to minimize the environmental impact of TAR/Construction activities and rentals.

EDUCATION & EXPERIENCE

  • Required minimum of 5 years in refining, project management, and/or TAR/Construction industry.
  • Required Bachelor’s Degree in Mechanical Engineering, Construction Management, or equivalent degree.
  • Drivers License is required.
