On behalf of our Tanzania based client, we are looking for a competent and experienced E&I H/O Construction Manager.

MISSIONS / JOB DIMENSIONS

The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 4.2 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.

The contracting strategy entails 9 main packages (EPS, EITS, Thermal Insulation, Line-pipes, AGI stations, Pipeline, Jetty and Marine Terminal, and CFR).

EACOP direct personnel, including partners’ secondees, mobilized in Tanzania and Uganda will be more than 600 at peak periods during the execution phase of the project and up to 11,000 personnel at site, contractors inclusive, who will be mobilized across the various sites for construction activities.


CONTEXT AND ENVIRONMENT

  • The EACOP project includes a 1445km 24in main oil export pipeline, 8 above ground facilities [AGI: including 6 pumping stations (PS-1 thru 6) and 2 pressure reduction stations (PRS-1 and 2)], a green field Marine Terminal (MTT) with an export jetty and Load Out Facilities (LOF) and a series of main line block valves (MLBV) and a long line heat trace (LLHT) heating system. Approx. 150km of feeder lines from upstream facilities from Tilenga and Kingfisher fields will tie-in to the EACOP project. EACOP is developing the Tilenga Feeder line on behalf of the Tilenga Project. The EACOP Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region.
  • Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast track mode. The project is aiming at a Ready For Start-up (RFSU) schedule not later than 39 months after FID;
  • The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;
  • Job Location: The position will be based at Tanzania, Dar as Salam with a high involvement with the project sites across both countries up to the end of 2026.

KEY DUTIES AND RESPONSIBILITIES

ACTIVITIES

  • Management the Construction of the hook-up package including the CST and PRECOM of H/O Works upto COMM for the MLBVs and LLHTs stations, AGI, MTT and JTY
  • Identifying with the PM the potential risks and developing mitigation strategies.
  • Implement, use, and communicate safe work practices on and off the Project Sites.
  • Encourage and promote communication and teamwork among all parties
  • Monitor with the PM work schedules and advise of potential delays
  • Ensure that E&I H/O manpower resources including supervision are properly allocated to sites in accordance with the construction and commissioning schedules
  • Informing on the circumstances which prevent proper performance of job duties.
  • Report on project progress of the E&I H/O construction contractor.
  • Manage the execution of works to ensure project quality standards are met.
  • Ensure CTR’s Manpower, tools, equipment’s and resources are adequate to achieve planned milestones
  • Challenge Contractor and Suppliers (EITS, VENDORS) on QA/QC performance and Inspection activities, and to perform routine and random inspections on daily basis in this regard
  • Ensure that the E&I H/O CONTRACTOR will follow and implement appropriate training programs and qualification of the personnel.
  • Monitor with the PM the E&I H/O work in case of deficiencies and ensure the implementation of the necessary corrective actions.
  • Follow up on the implementation of decided action plans, or other mitigation plan issued
  • Ensure that the E&I H/O team adheres to all company policies and safety protocols
  • Mentor exemplary behavior regarding Project H3SE policy.
  • To treat all information obtained during course of the work with confidentiality.
  • Ensure that all works have been undertaken in total safety, carried out in accordance with the prescribed quality standards and in compliance with the specifications and design, meet the program timelines and remain within budget.
  • Provide technical and supervisory support, guidance, and mentoring to the Company and Contractors construction teams
  • Manage the Supervision and coordination of Electrical, Instrumentation, telecom (E&I) activities for the Hook-up scope
  • Work closely with member’s construction team, materials team, project controls, and contracts departments
  • Support CONTRACTOR throughout the field and during meeting attendance, including monitoring and reporting on compliance of works, scheduling, contractor performance, materials, and vendors.
  • In close collaboration with the Company and Contractors preservation team, to ensure that the storage conditions and preservation measures are implemented as Vendor/Project requirements.
  • Ensure that the Contractor handle the storage of the materials in term of weather control, and provision of the materials stock.
  • Ensure that the E&I H/O CONTRACTOR set the proper facilities, and provide adequate equipment’s and calibrated tools.
  • To ensure with the collaboration of the Package teams, project have main data base for instruments calibration and to follow Vendor requirements.
  • Review of Hook-up E&I Mark-ups drawings and handover dossier
  • Continuously observe and monitor the interface of all construction activities for all disciplines, resolving any coordination issues
  • Participate to construction, HSE or QAQC specific audits or visits; Provide regular inspection & activity reports
  • Manage the review and approval of the different inspection reports issued by the Contractor and/or Subcontractors / Vendors on a daily basis
  • Manage and ensure that system walk-downs with the E&I H/O Contractor and Construction Contractors are well organized and planned as per COM schedule.
  • Ensure that E&I H/O Contractor and Vendors personnel are qualified for the task they’ve been assigned to
  • Monitor the issuing of Non-Conformance reports by E&I H/O Contractor and Construction’s Contractors and validate dispositions. Intervene as necessary where warranted
  • Participate in the resolution of DEV and STQ with the support of Field Engineering team
  • Assist the Pre-op and Commissioning group.

ACCOUNTABILITIES

  • Oversees the planning, execution, and completion of electrical and instrumentation H/O package, ensuring that the scope are delivered on time, within budget, and according to specifications.
  • Review validity of any E&I H/O Contractor extra works request and pay particular attention to the supervision of the relevant activities.
  • To ensure compliance with the applicable codes, practices, policies, performance standards, and specification.
  • Assist QS for measure the physical progress of the works in charge on a daily/weekly basis for progress report issue.
  • Make sure that the E&I Contractor submits his reports regarding equipment and manpower and carefully check that information are correct and comply with the agreed procedures.
  • Proactively undertake and promote the use of behavioural and incentivized HSE work programmes, and campaigns
  • Ensure all quality control checks and tests are instigated, with records maintained and available as required, all in accordance with contractors’ agreed ITP, method statements and project specifications
  • Ensure E&I H/O contractor follow approved procedures, plans and method statements.
  • Ensure the most current design documents are used to complete the E&I work and that all design changes are approved prior to implementation.
  • Ensure that all construction milestone dates are completed as scheduled.
  • Ensure that all construction activities meet quality and workmanship standards.
  • Ensure required permits are in place prior to the start of the work at site.
  • Prepare reports and forecasts, including summary of construction progress.
  • Coordinates activities with other disciplines or areas, as instructed by project management.




Requirements

MANDATORY REQUIREMENTS

QUALIFICATIONS AND EXPERIENCE REQUIRED

·      Degree in E&I Engineering or relevant qualification combined with extensive field experience or other Company agreed applicable discipline qualifications.

·       A minimum of 15 years in high, medium, and low voltage electrical system in power supply.

·       A minimum of 12+ years greenfield site construction experience in Oil & Gas projects

·       Competency within industry applications such as MS Office; Word, Excel, PowerPoint, Visio

·   Knowledge of all phases of multi discipline construction: on-site activities in all technical disciplines, all construction technologies and management functions applicable to the workplace and supervision.

·       Demonstrate proficiency in the interpretation of engineering drawings, plans and specifications.

·    Demonstrated communication skills, including the ability to articulate construction concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.

·       Competence in report writing and planning, good organizational sense.

·       Very good capability to communicate, negotiate and interact with others.

·       Previous experience working with multicultural contractors' and reporting their performance.

·       Knowledge of International Standards.
