MEP QS - Scope of Services

General

The MEP QS is accountable for data accuracy of all elements of cost, including but not limited to; ROM (Rough order of Magnitude) development, funding type/category, cost reviews, funding requests (ARs), raising contracts, escalate cost risk, cash flow and invoicing, etc.

Reporting: Develop and maintain a site level cost report, including project specific information, monthly, quarterly, and annual variance reporting Cash Flow/Accruals: Develop and submit site cashflow & accruals throughout the project lifecycle.

Establishing baselines Funding Requests: Act as initial escalator for any delays in funding, i.e., contracts, change orders, AR requests, to PM & PCM (or sub-regional controls if applicable)

Invoicing: Review project invoicing and document/escalate any invoice issues QFP/MFP: Review project costs are appropriate

Contract Drafting: Review any contracts and methodology CCB (Construction Claims Board): Input any claim information to a regional claims log

Data Integrity: Document and escalate data integrity issues to Project Control Manager/Regional Cost Lead

Intake Phase

Projects Pipeline cost

Initial ROM validation to support portfolio budget accuracy

Validate project funding/financial attributes; category, source, type, etc.

Selection of appropriate bid & cost template Support project ROMs (identify class estimate) and benchmarking and/or comparison Cost business approval methodology (benchmark, phased standalone, etc) Support team in vendor procurement strategy (Lump Sum, Guaranteed Max. Profit, etc) Support development of project RFPs

Pre-construction & Design Phase Manage project funding requests (AR) - escalate as needed Develop project budget Entry of contracts (inc; WBS,, attachments, etc) Support development and maintain FFC Receive, review and develop recommendations for project bids Receive, review and make recommendations for invoicing Execution Phase

Ensure as-built cost is input into cost / benchmarking data base

Manage project budget including; budget utilization, risk OCO, PCO, ACO, CCO & EWN

Log savings Closeout phase Ensure timely financial closure as per schedule. Provide project cost performance data.

Deliverables

ROM for all projects in the Program as per project schedules.

Cost review, recommendation report for project RFPs, claims and Change orders.

Site cost reporting including project specific information weekly, monthly, quarterly and annually.

Project WIP and variance analysis

Cash Flow/accruals throughout the project life cycle.

Review invoice, payment applications and generate recommendations.

Financial close out and project performance of all projects as per schedule.

Maintain all cost related data and supporting documentation.

Sound like you? To apply you will have:

  • Must be able to work in a fast-track environment with data centre (or similar critical facilities / construction) experience preferred
  • Project Controls / Cost Management experience
  • Excellent and persuasive communication skills
  • Excellent analytical, logical and reporting skills
  • 10+ years’ experience in a related field
  • Strong understanding of construction projects cycle, scoping, planning, procurement, installation, testing and commissioning and close out, and handover to operations teams.
  • Project management qualification preferred (PMI / PMP) but not essential
  • Excellent communication, stakeholder management, presentation, and reporting skills
  • Logical approach and high attention to detail
  • Bachelor's degree in Engineering / Construction / Quantity Surveying or Commercial related disciplines preferred
  • Registration with the Board of Quantity Surveyors of Malaysia is preferred.
